Evaluation of Angola’s Trade Support Measures
The Angola Trade Support Programme is a European Union-funded initiative aimed at supporting Angola’s integration into regional and global trade systems, with a focus on economic diversification and enhanced participation in the SADC Free Trade Area (FTA). Our team carried out a mid-term evaluation of the programme to assess progress and identify areas for improvement.
The evaluation focused on three key Programme components:
- Institutional support to the Ministry of Trade
- Train for Trade II – a capacity building programme
- Strategic communication support for programme visibility
Key objectives were:
- To provide an independent assessment of the programme’s performance to date
- To analyse the effectiveness and relevance of activities in meeting objectives such as trade negotiation capacity and non-oil export promotion
- To identify enabling and obstructing factors impacting implementation
- To deliver conclusions and recommendations for improved effectiveness moving forward
The results provided actionable insights for the Ministry of Trade, EU Delegation to Angola and national stakeholders to maximise the programme impact.
