EU Policy and Public Diplomacy Actions in Mexico and Central America
The Policy Outreach Partnership contract was launched to support the EU’s public diplomacy strategy across Mexico, Costa Rica and Panama, fostering stronger engagement with policymakers, thought leaders, academics, civil society and the media. The project aimed to reinforce the EU’s position as a reliable and value-driven global partner by deepening political, cultural and economic ties in the region.
The initiative focused on four thematic axes:
- The EU–Mexico Strategic Partnership
- Climate change and biodiversity
- Science, technology and innovation
- Education and culture, especially through Erasmus+ and academic cooperation
Key achievements included:
- EU–Mexico think tank dialogues, with 19 debates on shared policy priorities such as trade, democracy, human rights and climate
- High-level forums on the future of the EU and EU–Mexico relations, targeting policymakers, academics and civil society
- Commemorative events such as the 60th anniversary of the Treaties of Rome and 30 years of Erasmus+, featuring conferences, career fairs and alumni-led initiatives
- Targeted engagement with Mexican legislators, including technical discussions, preparatory meetings and long-term outreach strategies
- Development of visibility campaigns, digital content and stakeholder databases to boost the reach and continuity of EU messages
Our team also created engagement strategies for diverse audiences—from think tanks and journalists to Erasmus alumni and “friends of Europe”—and provided the EU Delegations in those three countries with communication tools, visibility products and staff training to sustain public diplomacy efforts beyond the project timeline.
