Developing Paraguay’s Institutional and Sanitary Frameworks for Livestock Production and Exports

Our team advised the Government of Paraguay in modernising and diversifying its livestock sector, with a focus on non-traditional value chains such as poultry, pigs, aquaculture, beekeeping, or small ruminants. The initiative sought to drive rural development, promote sustainable production practices and generate employment in underserved areas.

The project addressed three main levels:

  1. Strengthening public institutions and regulatory frameworks to support a diversified and sustainable livestock strategy, aligned with environmental and social goals.
  2. Enhancing sanitary and quality infrastructure to extend traceability, biosecurity, and food safety systems to non-traditional livestock sectors.
  3. Supporting producer associations, cooperatives and value chain actors to improve governance, access markets and implement sustainable practices.

Key results included:

  • Review and adaptation of legal frameworks across eight non-traditional livestock value chains.
  • Institutional support for the Vice Ministry of Livestock, including training, policy planning, and digitalization, developing the Single Livestock Window.
  • Strengthening of SPS measures and quality assurance systems.
  • Promotion of silvopastoral systems, waste management, climate adaptation, and farm-level certification

In summary, the project contributed to a more competitive and diversified livestock sector, generating added value, rural employment, and better environmental stewardship
