Trade in Services expert – TL (COMESA)

  • Project: “Trade in Services, COMESA
  • The operational base for the project is Lusaka, Zambia.
  • Duration: 48Months (intended start date 01 January 2026).
  • Full time position.


Qualifications and skills:

  • Master’s degree (or equivalent) in International Trade, Economics, Business, Law, Public Policy, or a related field from a recognized institution.
  • At least 7–10 years of experience in trade policy, regional integration, and special focus on trade in services, preferably within the COMESA region.
  • Strong understanding of COMESA trade agreements, WTO General Agreement on Trade in Services (GATS), and other regional trade frameworks.
  • Experience in policy analysis, regulatory reform, and capacity-building initiatives.
  • Demonstrated expertise in working with government institutions, regional organizations, and private sector stakeholders.
  • Experience in gender and youth empowerment in trade is an advantage.
  • Proficiency in English and/or French, with knowledge of additional languages spoken in the COMESA region as an advantage.

General professional experience:

  • The expert will have at least 15 years’ experience working in the area of trade in services, in particular services regulatory reforms, scheduling of specific commitments and sectoral characteristics of the services sectors and sub-sectors, and development and implementation of strategies to strengthen service sector regulatory and policy frameworks, preferably in regulatory bodies or government agencies. Experience in regional governance (Regional Economic Communities), preferably in the COMESA region or other Regional Economic Communities in Sub-Saharan Africa, would be an asset. 

Specific professional experience:

  • At least 7–10 years of experience in trade policy, trade in services and regional integration, preferably within the COMESA region.
  • Strong understanding of COMESA trade agreements, WTO General Agreement on Trade in Services (GATS), and other regional trade frameworks.
  • Experience in policy analysis, regulatory reform, and capacity-building initiative.
  • Demonstrated expertise in working with government institutions, regional organizations, and private sector stakeholders.
  • Experience in gender and youth empowerment in trade is an advantage.
  • At least 3 years of experience as Team leader.
