Economic Consultancy Services to the Saudi Authority for Industrial Cities and Technology Zones (MODON)
This consultancy project provided specialised economic advisory services to MODON -the Saudi Authority for Industrial Cities and Technology Zones-, supporting its strategic planning and institutional alignment with Vision 2030, delivering key outputs that helped shape MODON’s approach to data-driven planning and investment evaluation.
The objective was to assess the economic and social impact of MODON’s current and future initiatives across its network of industrial cities. This involved creating forecasting tools, analytical frameworks and evidence-based recommendations to enhance MODON’s decision-making processes.
The consultancy covered:
- Economic analysis and econometric modelling, with forecasting of demand and development scenarios
- Data mapping and database construction, in coordination with the General Authority for Statistics (GASTAT)
- Cost-benefit and risk assessments of investment plans and infrastructure projects
- Impact analysis on key variables such as GDP contribution, employment, and demand under external shocks (e.g. COVID-19, VAT increase)
- Coordination with GASTAT to build and validate relevant datasets
- Formulation of economic KPIs for project selection, monitoring and reporting
The project also included capacity building for MODON staff, particularly in areas related to strategic planning, business model improvement, and institutional performance monitoring.
