Azerbaijan: Development and Implementation of Long-Term Energy Strategy for Economic Diversification

Our team advised the Government of Azerbaijan—through its Ministry of Energy—in developing and implementing a Long-Term Energy Strategy (LTES) to guide economic diversification and alignment with global climate commitments. The aim was to modernise Azerbaijan’s energy planning, and it focused on strengthening the Ministry’s capacity to conduct strategic analysis, develop policy scenarios, and use robust modelling tools to inform decision-making.

Key objectives included:

  • Developing a customised energy model for scenario building.
  • Training government staff on energy modelling, demand forecasting, and scenario development.
  • Supporting the Ministry in using the model to evaluate policy options.

Major outputs included:

  • A revised Long-Term Energy Strategy and Action Plan.
  • A fully calibrated TIMES-AZ model with baseline/alternative scenarios.
  • A structured database and data collection models.
  • Training ministry staff on energy modelling and forecasting
