Feasibility Study on an EU Export Credit Insurance Agency

This feasibility study supported the European Commission (DG Trade) in assessing the potential for a more coordinated and strategic EU approach to export credits and outbound investment finance, presenting policy scenarios and recommendations for a more integrated and impactful EU export credit framework

It aimed to explore the feasibility of establishing a joint EU export credit facility and enhancing coordination among existing EU and Member State-level export finance instruments, while aligning with the EU’s broader policy goals.

Key areas of analysis included:

  • Mapping the institutional landscape of export finance in the EU and globally, including Export Credit Agencies (ECAs), EXIM banks, development banks, and EU instruments (e.g. EIB, EBRD)
  • Benchmarking export credit systems in OECD and non-OECD countries
  • Analysing trade and FDI flows to developing countries, including construction services and sustainability-linked investments
  • Reviewing gaps in coordination and risk-sharing among actors such as ECAs, EXIM banks, development banks, and EU institutions (EIB, EBRD)

The methodology combined extensive desk research, a broad stakeholder consultation process—including EU Member States, private sector actors, DFIs and civil society—and targeted interviews with European institutions and global export credit experts.
