Trade-Related Technical Assistance II Programme in the Philippines - Mid.Term Evaluation and Programme Design Study

The rationale for this project is that before proceeding to the design of a follow up project at the end of the implementation of the Trade Related Technical Assistance II Programme in The Philippines, the EU Delegation required an up to date and independent evaluation of the progress of the existing project to determine what aspects were successfully implemented, how sustainable was the impact achieved and what should be the scope of any future intervention.

The project support is a combination of:

  • Reviewing the implementation of the Trade Related Technical Assistance II Programme (TRTA II) in terms of relevance, efficiency, effectiveness, impact and sustainability
  • Making recommendations for improvements for implementation during the remaining period of the project
  • Outlining the scope of a potential follow-up project based on an in-depth analysis of a current assessment of the capacity and development of the beneficiary, and their need for further assistance

  • Capacity building for trade policy and export development
  • Standards harmonization and SPS conformity
  • Trade facilitation
  • Rapid Response Facility
