Feasibility Study on the Proposed Phare 2006 Grant Scheme for Supporting the Romanian Companies Compliance with the Acquis Communautaire
The rationale for this project is that the provision of advisory support services to the relevant decision-makers in the Romanian government will enable them to be sufficiently well informed and technically competent to effectively contract and implement the PHARE 2006 Grant Scheme on horizontal Industrial Aquis, and to prepare the ToR for the Technical Assistance Services Contract.
The project support is a combination of:
- Identification of key productive sectors
- Assessment of SME needs and all the relevant EU directives and legislation for the identified sectors
- Determining the level of financing needed for applying the Industrial Acquis including provision for the proposed amount of grant
- Evaluating the absorption capacity of the scheme
- Preparation of ToRs for the launching of the Technical Assistance part of the scheme and ensuring its integration with the EBRD co-funded investment scheme
