Evaluate the Impact of EU Sector Policy Support Programmes

The rationale for this project is that in order to make a comprehensive assessment of the performance and impact of the EU Sector Policy Support Programmes in Georgia, external advisory services are required.

Specifically, the project calls for a comparative analysis and benchmarking of their effectiveness with alternative aid programmes in order to propose realistic recommendations to the EU and the beneficiary on whether and/or how to continue with the sector PSP approach and on the most appropriate form of financing to be adopted in each case.

The project support is a combination of:

• An evaluation exercise structured according to the requested services
• A two day workshop to present the findings of the evaluation to government institutions, the EU Delegation and donors
• Development of realistic and concrete recommendations to the GoG and the EU Delegation on the appropriateness of the sector approach, how to improve its performance and the available methods of financing.
