Consultancy to Recommend on the Establishment of a Trade Related Facility

The rationale for this project is that advisory support is required to elaborate on the most effective funding facility and mechanism that would support the initiatives of Member States in carrying out essential measures in connection with REI and EPA, and would provide an incentive to maintaining the momentum of the REI process.

The project support is a combination of:

• Elaborating the objectives of the facility
• How it should be resourced
• How it should be operationalised in terms of governance, institutional and organisational frameworks
• Preparation of an action plan for its implementation, drawing on experiences from regional integration and EPA funding initiatives attempted, implemented, or in the process of establishment in Africa and elsewhere.
• Particular attention is to be paid to coherence between the facility, the regional and national EDF programming/implementation processes and broader issues of trade development and regional integration (incl. the Regional Integration Support Mechanism (RISM) of COMESA).
